Minister of National Education Nabi Avcı addressed the rectors of state and private universities during a meeting at the Higher Education Board attended by President Recep Tayyip Erdoğan

Minister Avcı said that the participation of President Recep Tayyip Erdoğan at the meeting with rectors at YÖK (Higher Education Board) reveals not only the importance he attaches to universities but also the importance he gives to education.

Turkey has come a long way since 1980 especially in higher education, said Minister Avcı adding that, “We can proudly say that important steps have been taken both in terms of variety in the types of universities and number of students and academicians, number of academicians per students, infrastructure and all these measurable variables.” 

 

Success despite coup constitution

Minister Avcı went on to say that, “Moreover, this success was achieved despite a law which was the product of 1980 coup. This law which was prepared by taking 27 state universities of that time into account was amended repeatedly. As our president mentioned in last week’s speech in Gaziantep, this dress is too tight now. Therefore, I hope that we will be able to get over the issues in the upcoming period with the flexible minimalist framework law which is designed for universities whose number almost reaches 200, not 27 and which will be capable of fulfilling the needs of the differing characteristics of these universities. It will be profitable to emphasize that such legal arrangement should be minimalist and in a flexible framework law within the framework of a new constitution.”

 

Military period urged the development of regulation culture

Minister Avcı went on to say: “Unfortunately, it is a characteristics that penetrated into our legislative culture. Many of the laws are the rules passed during the military period. And during that period, they included them in the constitution so that civilians, in other words the people or the nation would not be able to change them when they come to power. So, issues which should be passed as a law became an article of the constitution, issues which should be considered within the framework of a regulations became laws, many issues which can be solved by practice became regulations.” 


Necessity for a new constitution

Noting that they have worked in an effort to correct these rules as the political authority, Minister Avcı emphasized the necessity of a new constitution adding that, “But we need a totally different approach. Unfortunately, our previous attempts failed despite our good will. Allah willing, these issues shall be solved in the upcoming period with the constitutional amendment which is planned to be passed after the June 7 elections and our higher education will be freed from this tight shirt, tight dress and will have the chance to take a great leap forward.”
